    Functional Job Title: Director of Arkansas State Archives

    1.     Class Summary: The Director of the State Archives serves as the State Historian and is responsible for planning and direction of the overall operation of the Arkansas State Archives, providing direction to lower level managers, performing administrative duties and coordinating activities with other work units within and outside the department. The position is governed by agency/institution policy and state and federal laws.

    2.     Scope of Work:

    §  Plans and directs the overall operation of the Arkansas State Archives by coordinating and evaluating all aspects of programs and services to ensure goals and objectives of division and department are met.

    §  Works within broad guidelines to develop programs and services to provide effective and efficient operations; establishes policies and regulations for the division with the advice and support of Department administration; implements departmental policies and programs, and recommends legislation affecting division.

    §  Primarily responsible for fundraising and grant writing.

    §  Provides direction and supervision to lower level managers and staff.

    §  Sets priorities and allocates resources.

    §  Delegates responsibility for specific programs and projects.

    §  Evaluates managers' performance and reviews and approves personnel actions for key positions within the division.

    §  Provides guidance and budgetary limitations to lower level managers; develops budget requests for division; monitors the status of funds for operations and directs adjustments where necessary.

    §  Approves/disapproves purchases of supplies and equipment, reviews and approves contracts, capital improvements, and acquisitions in accordance with division and department policy.

    §  Coordinates activities with other work units within and outside the department; serves as spokesman for the division in coordination with the department, negotiates agreements with other state, federal, local, or non-governmental organizations; provide information to federal, state, and local agencies and officials concerning the impact of proposed legislation and other relevant issues.

    §  Serves on various committees as a representative of the division or department.

    §  Serves as the Secretary of the Arkansas History Commission and the Black History Commission.

    §  Performs related responsibilities as required or assigned.

    3.     Working Relationships: The DAH Agency Director has regular contact with Department Management, staff, state and federal agency personnel, friends groups and the general public. Contact with state and federal elected officials is required.

    4.     Knowledge, Skills and Abilities:

    §  Knowledge of the principles and practices of personnel management.

    §  Knowledge of the principles and practices of fiscal management.

    §  Knowledge of the principles and practices of long-range planning.

    §  Knowledge of state budgetary and fiscal policies and procedures.

    §  Knowledge of statutory requirements relevant to work area.

    §  Ability to plan, organize, and oversee the work of subordinates.

    §  Ability to develop operational goals, plans, policies, and procedures.

    §  Ability to estimate and budget for future needs.

    §  Ability to evaluate programs and activities.

    §  Ability to conduct written and oral presentations effectively.

    §  Ability to work with community groups, state agencies, legislators, etc.

    §  Skills in writing and editing.

    §  Ability to provide leadership for the acquisition, cataloging, preservation, and accessibility of current and future collections in the Arkansas State Archives.

    §  Ability to develop the division's constituent relations, including donor and patron relations.

    §  Ability to determine, implement, and enforce division rules, regulations, policies and procedures concerning archival holdings.

    §  Ability to ensure utilization of technology to maximize the public's access to historical documents and materials while providing for the record's safekeeping.

    §  Knowledge of current trends and developments in the field of Archival Administration.

    §  Skills in historical research and writing.

    5.     Required Qualifications: The formal education equivalent of a bachelor's degree in public administration, business administration or a related area; plus five years of experience in program development and administration, including three years in a managerial or supervisory capacity.

    6.     Preferred Qualifications: A doctoral degree in the field of history from an accredited institution of higher education or demonstrated ability to perform the duties of State Historian considering applicant's academic background, editorial ability, knowledge of and interest in history, experience in the field of history and other factors relevant to performing the functions of the position.

    7.     Special Requirements:

    §  Work hours outside normal business hours.

    §  May be required to travel in and out of state alone.

    §  Valid Arkansas drivers license.

    §  A pre-employment criminal background check is required.

    §  Position is subject to drug screening.
